UWW 2018 UWW vs Asilbek Nematov

In July 2018 the United World Wrestling (UWW) has reported an anti-doping rule violation against the minor Uzbek Athlete Asilbek Nematov after his sample tested positive for the prohibited substance 19-norandrosterone (Nandrolone).

After notification a provisional suspension was ordered and the Athlete filed a statement in his defence. The UWW Anti-Doping Panel settled this case based on the written submissions of the parties.

The Athlete admitted the violation without further details, waived his right to be heard and accepted the sanction proposed by the UWW. Here the Uzbekistan Wrestling Association reported that the minor wrestler used the substance “under direction of his personal coaches” and that these coaches are now under investigation of the public authorities.

The Panel holds that the Athlete admitted the violation without further details about the use of the substance and about his coaches. Considering the poor information provided on the circumstances the Panel deems that there are no grounds for a reduced sanction.

Therefore the UWW Anti-doping panel decides on 25 August 2018 that the wrestler, Mr Asilbek Nematov:

I.) Is found to have committed an anti-doping rules violation, namely article 2.1 of the Rules;
II.) Is imposed a period of ineligibility of four (4) years, starting from 16 July 2018 until 15 July 2022 included.
III.) The results obtained in the Asian Championship Cadet are disqualified. With this disqualification, the ranking must be modified accordingly, and the place earned for the Youth Olympic Games 2018 is to be reallocated in accordance with the 2018 qualifying system for Wrestling.
IV.) The Uzbek Wrestling Federation is imposed a fine of 20’000 Swiss Francs.
