In May 2016 the National Doping Control Commission of Chile (CNCD) has reported an anti-doping rule violation against the Athlete Iván López Bilbao after his A and B samples tested positive for the prohibited substance Methoxy polyethylene glycol-epoetin beta (CERA).
After notification a provisional suspension was ordered. The Athlete filed a statement in his defence and he attended the hearing of the Disciplinary Panel of the Tribunal de Expertos en Dopaje (TED).
The Athlete disputed the validity of the test results and asserted that because of departures of the ISL the charge against him must be dismissed. Yet, the Panel deemed that there had been no departures of the ISL that could invalidate the test results and rejected the Athlete's assertion in this matter.
As a result the Panel finds that the presence of the prohibited substance has been established in the Athlete's samples and accordingly that he committed an anti-doping rule violation.
Therefore the TED Disciplinary Panel decides on 31 January 2017 to impose 4 year period of ineligibility on the Athlete, starting on the date of the provisional suspension, i.e. on 31 May 2016.
