The World Anti-Doping Agency (WADA) was deeply disappointed to read the United States Office of National Drug Control Policy (ONDCP) Report regarding WADA funding that it submitted to the U.S. Congress on 17 June and that was made public.

As the U.S. has been a Foundation Board member of WADA since the creation of the Agency in 1999, WADA was particularly troubled by the fact that the ONDCP made allegations towards the Agency without due regard for the facts or context and without having raised any of these concerns during WADA Board meetings.

In Respons WADA sent an annotated version of the ONDCP Report to the Director of the ONDCP, asking him to kindly transmit this version to the U.S. Congress so that the Congress, and/or the appropriations committee, can deliberate and decide on WADA’s future funding based on accurate information. This annotated version outlines (in red) the misleading information and inaccuracies that the Report contains, and what the Report omits in terms of factual information.

‘Operation Refuge’ reports in detail about the deep trauma and isolation child athletes experience following a positive test and doping sanction. Undertaken by WADA’s Intelligence and Investigations Department, the report shines a light on the immense challenges faced by minors, their families and the anti-doping community when a child tests positive for a prohibited substance or method. The report delivers a number of conclusions and identifies important areas for improvement on this issue. 

In early 2021, WADA’s Confidential Information Unit (CIU) observed an increase in confidential reporting of doping activity amongst minors, including pre-teen athletes. While the lack of detail in many of these reports prevented substantive enforcement action, WADA followed up every case and launched investigations where appropriate. 

WADA was concerned by the nature and volume of reporting, leading to the commencement of ‘Operation Refuge’. It examined the doping activities of minors with a view to identifying any patterns of offending, any deficiencies in governance, and any possible strategies on how better to address the issue of doping amongst minors. 

A key aspect of ‘Operation Refuge’ was the firsthand accounts obtained from not only minors who had committed doping violations, but also their family and support networks. Although these experiences were shared with WADA on condition of anonymity, such was the impact of these accounts that permission was obtained from some to share their stories in the report. 

From the firsthand accounts that were obtained, six key themes emerged, namely: 

  • Trauma; 
  • Isolation; 
  • Impact; 
  • Pressure; 
  • Ignorance, and; 
  • Abandonment 

The report details information obtained from human intelligence (e.g., interviews, informants), data analysis, external academic study, open-source research, and the anti-doping community.

A year-long research project led by the World Anti-Doping Agency’s (WADA’s) independent Intelligence and Investigations (I&I) Department into the extent and nature of the trafficking of performance-enhancing drugs (PEDs) on the dark web has concluded that it is a marginal activity and very unlikely to be a significant source of drugs for high-level athletes or coaches.

This study was led by WADA I&I’s Confidential Information Unit in collaboration with the Agency’s Science Department and Professor David Décary-Hétu from the University of Montreal’s School of Criminology in Quebec, Canada. It was initiated in an effort to better understand the extent of PED trafficking on the dark web and to assess the type and quality of PEDs being trafficked there.

The main conclusions of the study reveal:

  • It is very unlikely that high-level athletes would use this source for PED purchases; it attracts more low-level athletes, such as amateur or non-competitive bodybuilders.
  • PED trafficking appears to be a marginal activity, both in absolute numbers and relative to the overall clear web and dark web underground economy. PED purchases represent only a small fraction of all dark web marketplace listings.
  • Dark web PED trafficking favors small scale rather than bulk purchasing.
  • There is no organized community of users exchanging information – the clear web remains a more active marketplace for the buying and selling of PEDs.
  • Laboratory testing data suggests products are often mislabeled or contain major discrepancies in terms of their concentration. In 83% of transactions carried out for this study, the product and/or concentration received was not as advertised.
  • Although significantly smaller in scope than the clear web, PED trafficking on the dark web appears to operate unchecked. The dark web affords actors the advantage of anonymity, which combined with weak regulations and a lack of enforcement, allows dark web PED suppliers the freedom to operate with relative impunity.
