IRB 2013 IRB vs Fukunoshima Hiroshi Vikilani

Facts
The International Rugby Board (IRB) alleges Fukunoshima Hiroshi Yikilani (the player) for a violation of the Anti-Doping Rules. On 15 May 2012, the Player provided an urine sample during an Out of Competition Test conducted before the IRB Junior World Rugby Trophy 2012 played at Salt Lake City, Utah, United States of America, the following month. His sample returned an Adverse Analytical Finding for the substances Furosemide and Hydrochlorothiazide. Furosemide and Hydrochlorothiazide are classified as diuretics under s. 5 of the World Anti-Doping Agency's (WADA) List of Prohibited Substances and Methods.

History
Furosemide and Hydrochlorothiazide are classified as a diuretics under s. 5 of the World Anti-Doping Agency's (WADA) List of Prohibited Substances and Methods. According to the Player, a team-mate (Jarrod Douglas ("Douglas") gave him creatine (branded "Cell-Tech") and caffeine pills (branded "All Max") and Red Bull energy drink before a Canadian team training session on the morning of 15 May 2012 in Victoria. According to the Player, Douglas had been told by the Canadian Rugby Union Trainer creatine was not a banned substance. On 23 November 2012 the laboratory sent its Certificate of Analysis of the samples of both products no Furosemide or Hydrochlorothiazide was found in the samples of the two products. The source of contamination is unknown.

Decision
The sanction imposed for this anti-doping rule violation is a period of ineligibility of two years commencing from 25 June 2012 (the date upon which the Player's provisional suspension commenced)
and concluding (but inclusive of) 25 June 2014.
