AFLD 2014 FFEchecs vs Respondent M09

FACTS
The French Chess Federation (Fédération Française des Échecs, FFEchecs) charges respondent M09 for a violation of the Anti-Doping rules. During a match on June 29, 2013, a sample was taken for doping test purposes. Analysis of the sample showed the presence of hydrochlorothiazide and another thiazide. These substances are prohibited according the World Anti-Doping Agency (WADA) prohibited list and regarded as specified substances.

History
Respondent had used medications containing the prohibited substances to treat high blood pressure. He had mentioned the use on the doping control form, also he has the results of two electrocardiograms and a certificate of his cardiologist as proof of his condition.
The panel regards the concentration measured as medical justifiable for treatment.
