The French Cycling Federation (Fédération Française de Cyclisme, FFC) charges respondent M11 for a violation of the Anti-Doping Rules. During a cycling event on September 1, 2013, respondent provided a sample for doping test purposes. Analysis of the sample showed the presence of salmeterol which is a prohibited substance according the World Anti-Doping Agency (WADA) prohibited list. It is regarded as a specified substance.
History
The respondent used medication containing salmeterol, he did mention the use on the doping control form. He uses two puffs a day to treat chronic rhinitis and asthma. He has a certificate from his physician, a pulmonary examination and blood tests to prove his condition.
The panel regards the documents and the concentration measured as medical justifiable for the use of the medication.
