In June 2018 the Anti-Doping Agency of Kenya (ADAK) has reported an anti-doping rule violation against the Kenyan Athlete Daniel Kipchirchir Bii after his sample - provided in China in December 2017 - tested positive for the prohibited substance 19-norandrosterone (Nandrolone).
After notification the Athlete filed a statement in his defence and he was heard for the Kenya Judiciary Office of the Sports Disputes Tribunal.
The Athlete denied the intentional use of the substance and stated he had became ill shortly before his departure for China. During the competition he became ill again and underwent treatment in the medical tent at the competiton where a substance was injected by Chinese medical personnel.
Although the Athlete’s translator at the competition in question confirmed the Athlete’s statement the Panel concludes that the Athlete clearly acted neglently and failed to establish that the violation was not intentional.
Therefore the Kenya Judiciary Office of the Sports Disputes Tribunal decides on 31 March 2019 to impose a 4 year period of ineligibility on the Athlete starting on the date of the provisional suspension, i.e. on 20 June 2018.
