UWW 2017 UWW vs Islambek Dadov

In April 2017 United World Wrestling (UWW) has reported an anti-doping rule violation against the Azerbaijani Athlete Islambek Dadov after his sample tested positive for the prohibited substance Clomiphene. After notification the Athlete filed a statement in his defence and didn’t request for a hearing.

The Athlete accepted the test result and stated with evidence that he underwent medical treatment for his condition and had used medication prescribed by his doctor. The Athlete didn’t know that this medication contained a prohibited susbstance and he acknowledged that he didn’t inform his team doctor about his treatment.

The UWW Anti-Doping Panel accepts the Athlete’s explanation and evidence and finds that he established that the violation was not intentional and how the prohibited substance entered his system. The Panel holds that Athlete could have avoided the anti-doping rule violation through the application for a TUE. Based on all circumstances in this case and the Athlete’s degree of fault the Panel considers that there a grounds for the imposition of a reduced sanction.

Therefore the UWW Anti-Doping Panel decides on 28 July 2017 to impose a 12 month period of ineligibility on the Athlete starting on the date of the decision.

UWW 2017 UWW vs Mahmoud Said Badawi

In May 2017 United World Wrestling (UWW) has reported an anti-doping rule violation against the Egyptian Athlete Mahmoud Said Badawi after his sample tested positive for the prohibited substances 19-norandrosterone and 19-noretiocholanolone (Nandrolone).

After notification a provisional suspension was ordered and the Athlete failed to respond to any of the communications from UWW.
Without the Athlete’s response the UWW Anti-Doping Panel deems that the Athlete has admitted the charge, to have waived his right for a hearing and /or file a statement in his defence, and to have accepted the consequences.

Therefore the UWW Anti-Doping Panel decides on 25 July 2017 to impose a 4 year period of ineligibility on the Athlete starting on 30 May 2017. Further the Panel decides to impose a CHF 20’000 fine on the Egyptian Wrestling Federation.

UWW 2017 UWW vs Manish Manish

In July 2017 United World Wrestling (UWW) has reported an anti-doping rule violation against the Indian Athlete Manish Manish after his sample tested positive for the prohibited substance Meldonium.

After notification a provisional suspension was ordered and the Athlete failed to respond to any of the communications from UWW. Without the Athlete’s response the UWW Anti-Doping Panel deems that the Athlete has admitted the charge, to have waived his right for a hearing and /or file a statement in his defence, and to have accepted the consequences.

Therefore the UWW Anti-Doping Panel decides on 25 July 2017 to impose a 4 year period of ineligibility on the Athlete starting on 19 July 2017. Further the Panel decides to impose a CHF 20’000 fine on the Indian Wrestling Federation.

UWW 2017 UWW vs Rejepaly Orazalyyev

On 17 December 2017 the Disciplinary Commission of the Olympic Council of Asia (OCA) decided to disqualify the results of the Turkmen wrestler Rejepaly Orazalyyev after his A and B samples tested positive for the prohibited substance Oxandrolone. Previously at a hearing in November 2017 the Athlete explained that in 2016 he suffered from liver problems and had used medication prescribed by the local doctor without knowledge what was prescribed.

Hereafter the case was transferred to United World Wrestling (UWW) and proceedings were opened in February 2018 against the Athlete. After notification a provisional suspension was ordered and the Athlete failed to respond to any of the communications from UWW.

Without the Athlete’s response the UWW Anti-Doping Panel deems that the Athlete has admitted the charge, to have waived his right for a hearing and /or file a statement in his defence, and to have accepted the consequences.

Therefore the UWW Anti-Doping Panel decides on 7 March 2018 to impose a 4 year period of ineligibility on the Athlete starting on 7 February 2018.

UWW 2017 UWW vs Rodolfo Enrique Waithe Marin

In February 2018 United World Wrestling (UWW) has reported an anti-doping rule violation against the Panamanian wrestler Rodolfo Enrique Waithe Marin after his sample tested positive for the prohibited substance Triamterene. After notification the Athlete failed to respond to any of the communications from UWW.

Without the Athlete’s response the UWW Anti-Doping Panel deems that the Athlete failed to establish that the violation was not intentional nor grounds for a reduced sanction.
Therefore the UWW Anti-Doping Panel decides on 22 November 2018 to impose a 2 year period of ineligibility on the Athlete starting on the date of the decision.

UWW 2017 UWW vs Toghrul Asgarov

In March 2017 United World Wrestling (UWW) has reported an anti-doping rule violation against the Azerbaijani Athlete Toghrul Asgarov after his sample tested positive for the prohibited substance Higenamine. After notification a provisional suspension was ordered and the Athlete filed a statement in his defence.

The Athlete stated that he had used a supplement and after the notification he discovered that the product contained the prohibited substance without indication on the label. He used this product about 2 months until January 2017 and didn’t mention this product on the Doping Control Form.

The Panel accepts the Athlete’s explanation and establish that the violation was not intentional.
Based on all circumstances in this case and the Athlete’s degree of fault the Panel considers that there a grounds for the imposition of a reduced sanction.

Therefore the UWW Anti-Doping Panel decides on 18 April 2017 to impose a 12 month period of ineligibility on the Athlete starting on the date of the decision.

UWW 2018 UWW vs Aibek Usupov

On 3 March 2018, after his defeat in the 3-5 finals of the 2018 Asian Championships, the Kyrgyz Athlete Aibek Usupov was approached by a chaperone and notified for a doping control. The Athlete asked for a moment to calm down after his defeat in that match and did not sign the form. According to the chaperone, who stayed with him all the time after he asked for a moment, his brother Mr Saiakbai Usupov came and told the chaperone that the Athlete would not provide a sample. The chaperone explained to the Athlete and Mr Saiakbai Usupov what the consequences would be for refusing the test. Despite this warning, Mr Saikbai Usupov persuaded his brother not to pass the test and both the Athlete and Mr Usupov walked away without justification.

Consequently in March 2018 United World Wrestling (UWW) has reported an anti-doping rule violation against the Athlete Aibek Usopov for his refusal to provide a sample. Also Saiakbai Usupov was charged for complicity due to his involvement in his brother refusal.

After notification a provisional suspension was ordered and the Athlete filed a statement in his defence. The UWW Anti-Doping Panel settled this case based on the written submissions of the parties.

The Panel accepts the reports of the Doping Control Officers and establish that the Athlete was duly notified and informed of his obligation to submit to sample collection and the consequence for refusing.

The Panel holds that the explanations provided by the Athlete are confused and not convincing. He refers to an injury and pain. However, not any reference to an injury has been made neither by the chaperone nor the DCOs in their first report, i.e. the Unsuccessful Attempt Report Form. In their statement, the DCOs denied any injury suffered by the wrestler which would have prevented him to submit to sample collection.

The Panel is comfortably satisfied that all elements constituting a violation for refusal are present in this case, i.e. the refusal to submit to sample collection without compelling justification after notification of the obligation to submit to sample collection and meet the standard of proof required by UWW to establish the anti-doping rules violation.

Therefore the UWW Anti-doping panel decides on 23 July 2018 that the wrestler, Mr Aibek Usupov:
I.) Is found to have committed an anti-doping rules violation, namely article 2.3 of the Rules;
II.) Is imposed a period of ineligibility of four (4) years, starting from 29 March 2018 until 28 March 2022 included.
III.) The results obtained in the Asian Championship senior are disqualified.
IV.) The Kyrgyz Wrestling Federation is imposed a fine of 20’000 Swiss Francs.

UWW 2018 UWW vs Asilbek Nematov

In July 2018 the United World Wrestling (UWW) has reported an anti-doping rule violation against the minor Uzbek Athlete Asilbek Nematov after his sample tested positive for the prohibited substance 19-norandrosterone (Nandrolone).

After notification a provisional suspension was ordered and the Athlete filed a statement in his defence. The UWW Anti-Doping Panel settled this case based on the written submissions of the parties.

The Athlete admitted the violation without further details, waived his right to be heard and accepted the sanction proposed by the UWW. Here the Uzbekistan Wrestling Association reported that the minor wrestler used the substance “under direction of his personal coaches” and that these coaches are now under investigation of the public authorities.

The Panel holds that the Athlete admitted the violation without further details about the use of the substance and about his coaches. Considering the poor information provided on the circumstances the Panel deems that there are no grounds for a reduced sanction.

Therefore the UWW Anti-doping panel decides on 25 August 2018 that the wrestler, Mr Asilbek Nematov:

I.) Is found to have committed an anti-doping rules violation, namely article 2.1 of the Rules;
II.) Is imposed a period of ineligibility of four (4) years, starting from 16 July 2018 until 15 July 2022 included.
III.) The results obtained in the Asian Championship Cadet are disqualified. With this disqualification, the ranking must be modified accordingly, and the place earned for the Youth Olympic Games 2018 is to be reallocated in accordance with the 2018 qualifying system for Wrestling.
IV.) The Uzbek Wrestling Federation is imposed a fine of 20’000 Swiss Francs.

UWW 2018 UWW vs Dmitrii Elkanov

In July 2018 the United World Wrestling (UWW) has reported an anti-doping rule violation against the minor Athlete Dmitrii Elkanov after his sample tested positive for the prohibited substance Dehydrochlormethyltestosterone.

After notification a provisional suspension was ordered and the Athlete filed a statement in his defence. The UWW Anti-Doping Panel settled this case based on the written submissions of the parties.

The wrestler stated that he used a supplement called “Ecdysterone Ace” in 2017 for four weeks. He explained how he searched for information on the internet and how and where he bought the supplement.

The Panel holds that the substance found in the sample provided by the athlete was a metabolite of Dehydrochlormethyltestosterone (Turinabol). However, according to a study on the excretion of ecdysterone in human urine, ecdysterone does not seem to produce turinabol as a metabolite, but two other different metabolites. The Panel concludes that the Athlete failed to establish how the substance entered his system.

Therefore the UWW Anti-doping panel decides on 20 August 2018 that the wrestler, Mr Dmitrii Elkanov:

I.) Is found to have committed an anti-doping rules violation, namely article 2.1 of the Rules;
II.) Is imposed a period of ineligibility of four (4) years, starting from 28 July 2018 until 27 July 2022 included.
III.) The results obtained in the World Championship Cadet are disqualified. With this disqualification, the ranking must be modified accordingly, and the place earned for the Youth Olympic Games 2018 is to be reallocated in accordance with the 2018 qualifying system for Wrestling.
IV.) The Russian Wrestling Federation is imposed a fine of 20’000 Swiss Francs.

UWW 2018 UWW vs Gulnar Hayytvavyeva

In September 2017 the Disciplinary Commission of the Olympic Council of Asia (OCA) decided to disqualify the results of the Turkmen wrestler Gulnar Hayytvavyeva after her sample tested positive for the prohibited substances 4-Methylhexan-2-amine (methylhexaneamine, 1,3-dimethylamylamine, 1,3 DMAA) and 4-Methylpentan-2-amine (1,3-dimethylbutylamine).

Here the Athlete stated that she only used prescribed medication and supplement drinks which didn’t contain prohibited substances.

Hereafter the case was transferred to United World Wrestling (UWW) and proceedings were opened in June 2018 against the Athlete. After notification a provisional suspension was ordered and the Athlete failed to respond to any of the communications from UWW.

Without the Athlete’s response the UWW Anti-Doping Panel finds that the Athlete committed an anti-doping rule violation and that she failed to explain how the substance entered her system without grounds for a reduced sanction.

Therefore the UWW Anti-Doping Panel decides on 7 November 2018 that the wrestler, Ms Gulnar Hayytvavyeva:

I.) Is found to have committed an anti-doping rules violation, namely article 2.1 of the Rules;
II.) Is imposed a period of ineligibility of two (2) years, from the date of decision, until 6 November 2020 included.
