Meldonium [3-(2,2,2-trimethylhydraziniumyl)propionate; mildronate] was added to the World Anti-Doping Agency (WADA) list of prohibited substances effective 1 January 2016.
In WADA’s list of prohibited substances and methods, meldonium is listed under S4.5 ’Metabolic modulators’. These substances are prohibited at all times. They are not ’specified substances’, and their use normally carries a sanction of ineligibility of four (4) years.

AFLD 2015 FFBoxe vs Respondent M47

On 31 March 2015 la Fédération Française de Boxe (FFBoxe), the French Boxing Federation, decided to impose a 1 year period of ineligibility on the Respondent M47 after her sample tested positive in December 2014 for the prohibited substances prednisone and prednisolone.

Hereafter in May 2015 the French Anti-Doping Agency (AFLD) opened disciplinary proceedings against Respondent M47.
At the AFLD hearing the Respondent stated that she suffered from a nose condition and underwent nose surgery in September 2014. After the surgery she used prescribed glucocorticosteroid medication as treatment and mentioned her medication on the Doping Control Form. She argued that she acted in good faith and since February 2015 she retired from competition.

The AFLD concludes that the Respondent had acted careless with her medication and decides on 8 October to impose a 1 year period of ineligibility on the Respondent starting on the date of the notification of the FFBoxe decision to the Respondent, i.e. on 29 April 2015.

AFLD 2015 FFSBFDA vs Respondent M43

On 16 January 2015 la Fédération Française de Savate Boxe Française et Disciplines Associées (FFSBFDA), the French Federation for Savate, French Boxing and Associated Disciplines, decided to impose a 3 month period of ineligibility on the Respondent M43 after his sample tested positive in December 2014 for the prohibited substance tuaminoheptane.

Hereafter in April 2015 the French Anti-Doping Agency (AFLD) opened disciplinary proceedings against Respondent M43. The Respondent admitted the violation without intention to enhance his performance. He stated that he used prescribed medication Rhinofluimucil, containing tuaminoheptane, as treatment for his rhinorrhea nose condition.
He mentioned the use of the medication on the Doping Control Form and admitted he did not research or consult his doctor about prohibited substances before using the medication.

Considering the Respondent’s statement the AFLD concludes that he acted negligence because he failed to research the ingredients before using the medication.
Therefore the AFLD decides on 24 September 2015 to annul the FFSBFDA decision of 16 January 2015 and to impose a 6 month period of inegligibility on the Respondent.

On 30 June 2010 the NRB Disciplinary Committee decided to impose a 2 year period of ineligilibility on the Person after his sample tested positive for the prohibited substance methylhexaneamine (dimethylpentylamine). The Person failed to prove that the supplement he used was contaminated with the prohibited substance and how the substance came into his body.

Hereafter in December 2011 the Person filed an appeal for revision of the decision of 30 June 2010 with the NRB Revision Committee.
The Person requested the Committee to reduce the imposed sanction and argued that under the 2010 WADA Prohibited List the substance methylhexaneamine (dimethylpentylamine) became a specified stimulant with the possibility to impose a reduced sanction in disciplinary proceedings.

Considering the circumstances and regarding the prohibited substance as specified stimulant the Committee concludes that the Person acted with no significant fault and without intention to enhance his performance.
Therefore the NRB Revision Committee decides on 27 January 2012 to annul the decision of 30 June 2010 and to impose a 6 month period of ineligibility on the Person.
Fees and expenses for this Committee shall be borne by the Person.

In March 2010 the Dutch Rugby Union (Nederlandse Rugby Bond, NRB) has reported an anti-doping rule violation against the Person after his sample tested positive for the prohibited substance methylhexaneamine (dimethylpentylamine). After notification a provisional suspension was ordered. The Person filed a statement in his defence and he was heard for the NRB Disciplinary Committee.

The Person stated that he trained at a professional fitness center and there he purchased the supplement NO Explode. He assumed that this supplement was contaminated with the prohibited substance in spite of his expectation that he had purchased clean supplements. He argued that without intention to enhance his performance he researched the ingredients of the supplement before using and that the prohibited substance wasn’t mentioned on the label.

The Person received the opportunity from the NRB Disciplinary Committee on 15 April 2010 to produce evidence of this contamination. Hereafter in June 2010 the Person and the Committee received the supplement analysis results from the accredited laboratory. The laboratory reported that the prohibited substance methylhexaneamine wasn’t found in the Person’s supplement. The Person assumed that other supplements he had used from his brother might have been contaminated as possible explanation.

Without proof how the prohibited substance entered his body the NRB Disciplinary Committee decides on 30 June 2010 to impose a 2 year period of ineligibility on the Person starting on the date of the provisional suspension, i.e. on 20 March 2010.
